
The Puebla City Council unanimously approved the modification of the 2025 Revenue Law to establish a charge of 10 pesos starting from the fourth hour of parking at meters. The ratification of this measure will be carried out by the State Congress so that the program comes into effect in April.
Councilor Leobardo Rodríguez Juárez explained that the reform addresses requests from citizens, business owners, and merchants who sought to extend the time of free use of parking spaces. According to Rodríguez Juárez, the population has received the new scheme positively, as it will provide greater flexibility in the use of spaces.
Regarding changes to the parking meter program, it is established that the first three hours will be free, and from the fourth hour, 10 pesos will be charged for each additional hour. Additionally, the spaces will no longer be called "parking polygons" but will be referred to as "mixed-use attraction corridors." The operating hours will be Monday to Friday from 08:00 to 22:00 and will operate in areas such as Centro, El Carmen, Huexotitla, Volcanes, Barrio de Analco, and Barrio de Santiago.
On the other hand, the Deputy Secretary of Mobility, Norman Campos, detailed that the company in charge of the service must have 30 immobilizers to impose penalties, as well as provide four vehicles equipped with surveillance cameras and license plate readers to identify cars with theft reports. The penalties for not registering the vehicle within the first 15 minutes after parking and for exceeding the time without renewal in the application will remain unchanged.
In a unanimous vote, the Puebla City Council also approved the resignation of Fernando Rosales Solís as head of the Citizen Security Secretariat (SSC). Rosales Solís submitted his resignation on March 4 to the municipal government, three days after the murder of two police officers and the protest of the uniformed personnel.
It was announced that Rosales Solís would join the Undersecretariat of Criminal Policy Linkage and Civil Protection, attached to the Secretariat of Security and Citizen Protection of the Mexican government. Currently, Jorge Arturo Rodríguez Pucheta is serving as the acting head in his replacement.
