Puebla Implements New Alcohol Sales Regulation

The governor of Puebla, Sergio Céspedes Peregrina, urged all municipalities in the state to unify the law that prohibits the sale of alcoholic beverages after midnight, a regulation that is already in force in the state's capital. In an interview, the official emphasized that this measure adopted in Puebla complements a previous proposal from the state government, which seeks to regulate the closing hours of bars and nightclubs with the main objective of reducing violence associated with alcohol consumption at night.

In addition to the time restrictions, there has been an emphasis on the installation of surveillance cameras in establishments, whose recordings will be provided to the authorities as necessary. Furthermore, the prohibition of "bouncers" has been implemented; now, the security staff of the venues must belong to duly registered and authorized companies by the Secretariat of Public Security (SSP).

On Friday, October 18, the Puebla City Council approved a modification to the Municipal Regulatory Code (Coremun) that prohibits the sale of alcohol in convenience stores after midnight, with fines ranging from 10,800 to 54,000 pesos for establishments that violate this rule. Although this measure has generated discontent among nightclub and bar owners, some have resorted to legal protection to avoid complying with this provision.

According to the state Secretariat of Governance, only legal protection 1376/2024 has been received in the 10th District Court, which has granted a provisional suspension to ensure respect for the hours indicated in the operating license. Although the incidental hearing was initially scheduled for August 19, the court has not issued a ruling to date, and a constitutional hearing has been set for September 5.
