Luis Gerardo “N”, known as “El Mando”, an active municipal police officer from Toluca, was arrested and admitted to the Santiaguito prison in Almoloya de Juárez. He is accused of the probable crime of express kidnapping with the aim of committing extortion. According to investigations, the officer was part of a gang of seven alleged assailants from the State of Mexico Valley who posed as members of the La Familia Michoacana cartel and operated mainly in the municipalities of Toluca and Metepec. If found guilty, a judge could sentence him to up to 90 years in prison, meaning he would not obtain his freedom. The criminal group to which he allegedly belonged is led by brothers José Alfredo Hurtado Olascoaga and Johnny Hurtado Olascoaga, known as “El Fresa” and “El Pez,” respectively. The State of Mexico's Attorney General's Office (FGJEM) reported that on November 26, 2025, the police officer and other armed individuals allegedly deprived a businessman of his liberty. They held him inside a vehicle while beating him and demanding that he stop selling home appliances. The aggressors warned him that if he did not comply, he would have to hand over a sum of money to them periodically. To release him, they allegedly took 35,000 pesos from him. The investigations also establish that Luis Gerardo “N”, alias “El Mando”, maintained ties with a criminal gang based in the State of Mexico Valley. Three of its members, including the police officer, have already been arrested, while the other four have been identified and are being sought by the authorities. Intelligence reports indicate that the criminal organization robbed homes in the municipalities of Toluca and Metepec, mainly from elderly people. Alleged logistical support.
