The head of the State Water Commission (CEA), Luis Alberto Vega Ricoy, reported that users' debt to the agency decreased from 2.1 billion pesos to around 1.5 billion between 2021 and 2024. During the first half of the state administration, the CEA managed to reduce its overdue accounts by 29%, recovering nearly 600 million pesos from users with outstanding water service debts.

He emphasized that businesses have a lower level of debt, as water service can be interrupted at the first delay, while private residences have a grace period to catch up on payments. Vega Ricoy pointed out that currently, 90% of the debt corresponds to residential connections, and the remaining 10% refers to commercial and service connections.

Regarding the new "Water Law", he clarified that the CEA has not limited the water supply to 50 liters per day for defaulters. He explained that this measure is technically complicated to implement, as special meters that work with telemetry are needed to efficiently regulate consumption. Therefore, the recovery of the accounts receivable is based on convincing and communicating with delinquent users so they make their payments voluntarily.
