Mexico Expands Mortgage Credit Access to New Worker Categories

The Mexican government approved a decision allowing domestic workers, independent professionals, entrepreneurs, and other previously excluded groups to use their housing subaccount savings to buy or build a home. This change was passed unanimously and aims to expand the right to dignified housing for all citizens.

Mexico breaks the barrier that kept them out of formal financing, even if they already had savings. They can now use their savings from the Housing Subaccount to buy, build, or improve their home. This decision was approved on Tuesday, March 24, 2026, in session 929 of the Administration Board, where the Unique Origination Model was modified with the vote of workers, employers, and the government. With this change, in addition to workers with a current formal employment relationship, home credit will be accessible to domestic workers, independent professionals, entrepreneurs, self-employed individuals, musicians, journalists, and migrants. How does the new scheme work? The General Director of the Institute, Octavio Romero Oropeza, explained that the new mortgage credit scheme will allow the resources accumulated in the Housing Subaccount to be used to open real financing options for sectors that previously had no access and were left out of the right to a house or apartment. On behalf of the musicians' union, EJE Ejecutantes, and the CTM, Armando Baez Pinal, celebrated this initiative, which he highlighted constitutes a substantial advance to expand access to dignified credit for unattended sectors, such as musicians, who for the first time will have real options to exercise their right to housing. INFONavit pointed out that, from the labor sector, the measure was rated as a substantial advance to expand access to dignified housing. Union representatives highlighted that, for the first time, all workers will have real alternatives to exercise their right to housing. Additionally, the Institute plans to accelerate the delivery of houses. The goal is to reach a rate of 15 thousand homes per month starting in December 2026, boosting the Housing for Well-being Program in coordination with labor organizations. INFONavit will now provide housing credit to independent workers and migrants.
