New Energy Regulations in Mexico

The President of Mexico, Claudia Sheinbaum Pardo, anticipated that private companies wishing to participate in the electricity sector using renewable energy sources must have "battery banks" or systems that ensure a constant voltage to avoid intermittencies. These statements were made public as part of the National Energy Plan that will be presented soon by her government.

Sheinbaum mentioned that the Ministry of Energy and the Federal Electricity Commission are working on designing technical rules to regulate private companies' participation in the electricity sector. The constitutional reform in energy matters will also be announced soon, once the Congress of the Union declares its constitutionality.

The president emphasized that the state will continue to be responsible for 54% of the electricity generation, while the private sector will handle the remaining 46%. Changes will be made to the participation rules for private companies, ensuring that the energy supply to the electricity system is constant to avoid technical problems related to intermittencies.

Energy experts have pointed out that the changes proposed by Sheinbaum are aimed at organizing the electricity system and ensuring that costs are borne by each participant. In addition, there will be an effort to prioritize the planning of the electricity system to provide certainty to market actors. Emphasis is placed on the importance of establishing clear rules to ensure long-term stability in the private sector.

The business sector, through the National Energy Commission of Coparmex, has expressed the need to democratize the Wholesale Electricity Market and promote energy storage, especially through technologies such as distributed generation. Clarity in the rules and long-term certainty are considered fundamental for the sustainable development of the private energy sector in Mexico.
