The delegations of the Mexican Social Security Institute (IMSS) in Michoacán, Tlaxcala, and Tabasco have made individual purchases to avoid possible shortages. One of the involved companies, Poyago, has received a contract to acquire 147 thousand containers at a price of 2,300 pesos per unit, representing a price increase of 1000%.
According to reports, one of the delegations closed the year 2023 with contracts exceeding 195 million pesos. The close relationship of Juan Carlos de la Cruz Murillo, shareholders of Poyago, with the Tabasco businessman Jorge Amílcar Olán Aparicio, who has complaints for dubious contracts, is mentioned.
It is highlighted that Poyago, previously dedicated to machinery and tools, has received million-dollar contracts along with Rimisa Medical in several states. It is also mentioned that Rimisa Medical benefited from cost overruns and participated in simulated bids.
An investigation by Mexicans Against Corruption and Impunity reveals that the IMSS has awarded tenders with high markups linked to diabetes medications. It indicates that the Institute of Health for Well-being (INSABI) had already made purchases to ensure its supply, but the IMSS delegations made awards with high overpricing.
The report mentions that the purchases of Poyago and Rimisa Medical exceeded market prices by almost 1000%. The companies received million-dollar contracts to supply Sitagliptin Metformin, a medication for type two diabetes, with contracts involving Juan Carlos de la Cruz Murillo as a shareholder of Poyago and modifications to the corporate names of the companies. The purchased containers had costs of 225 and 210 pesos in different contracts.
