Mexico will send Luis Rosendo Gutiérrez, Undersecretary of International Trade of the Secretariat of Economy, as a representative to the Asia-Pacific Economic Cooperation (APEC) Forum in Lima. This comes in a context of diplomatic tensions between Mexico and Peru.
Mexican President Claudia Sheinbaum had previously confirmed her attendance at the summit in the Peruvian capital; however, it was later reported that a representative from the Secretariat of Economy would attend in her place. Gutiérrez will be responsible for representing Mexico at this international meeting.
Relations between Peru and Mexico have been recently affected, with Peru not being invited to Sheinbaum's inauguration on October 1. This decision came after the Mexican ambassador was expelled from Peru in 2022 following statements from then-Mexican President Andrés Manuel López Obrador regarding Peruvian President Dina Boluarte.
Gutiérrez's presence is particularly relevant at APEC, as he will be involved in the review of the Treaty between Mexico, the United States, and Canada (USMCA) scheduled for 2026. Tensions are expected in this process, especially after the victory of Republican Donald Trump in the U.S. elections, who has threatened to impose tariffs on Mexico.
The APEC Leaders' Week, taking place in Lima, will conclude on Saturday with the meeting and declaration of the leaders of 21 member economies. Key participants include the President of China, Xi Jinping, and the President of the United States, Joe Biden, among other representatives.
APEC is a forum that brings together 21 territories from Asia and the Americas with coastlines on the Pacific Ocean, where economic cooperation issues in the region are addressed.
