In July 2024, she ruled out the idea during her term, raising concerns due to the social programs she had implemented, such as the Rita Cetina Scholarship, which required more financial resources. However, she assured that she has a plan to obtain money during the six years of her government, focusing on modernization and obtaining more tax resources through customs.
Although Sheinbaum has stated that at least for 2025 a tax reform is not being considered, Ricardo Monreal from Morena has mentioned the need for a deep tax reform in the near future. He highlighted the importance of fiscal progressiveness to achieve an equitable distribution of wealth and a more equal society.
In contrast, Sheinbaum has explained that in 2025 she does not foresee a tax reform, although she does see minor adjustments in the tax miscellany. Her strategy focuses on strengthening revenue collection at customs, preventing tax evasion, and collaborating with various sectors of the country to improve revenue collection without the need for a deep reform.
To avoid a tax reform, since her presidential campaign, Sheinbaum has detailed her plan, which includes the creation of the Digital Transformation and Telecommunications Agency. This agency, led by José Antonio 'Pepe' Peña Merino and designed by Rogelio Ramírez de la O, aims to improve the SAT's revenue collection efficiency through technology, tax regularization programs, and the fight against tax evasion.
Sheinbaum has also mentioned the importance of customs in her strategy, with the implementation of the Unique Customs Platform to optimize technology and the inspection of goods. Her focus on modernization and technology aims to streamline government procedures and strengthen the relationship with the productive sector and citizenship.
