State of Mexico: 17% of territory susceptible to flooding

Seventeen percent of the State of Mexico is susceptible to flooding during the rainy season, and of this percentage, 67% have a medium risk and 9% a high risk, with the latter concentrated in the metropolitan areas of the Mexico and Toluca Valleys. It should be noted that the Metropolitan Zone of the Valley of Mexico is home to nearly 22 million people and is one of the largest regions in the world, comprising 59 municipalities. These include: Tlalnepantla, Naucalpan, Atizapán de Zaragoza, Coacalco, Cuautitlán, Cuautitlán Izcalli, Huixquilucan, and Ecatepec, for example. The Metropolitan Zone of the Valley of Mexico (ZMVM) also includes Mexico City's boroughs such as Azcapotzalco, Coyoacán, Cuajimalpa, Cuauhtémoc, Gustavo A. Madero, Iztacalco, and Iztapalapa, to name some of the 16 that make up the country's capital. Meanwhile, in the Metropolitan Zone of the Toluca Valley, municipalities such as Toluca, Metepec, Lerma, San Mateo Atenco, Zinacantepec, Tenango del Valle, and Almoloya de Juárez are listed, among others. Delfina Gómez presents the Flood Atlas. At the presentation of the 32nd edition of the 2026 Flood Atlas, the governor of the State of Mexico, Delfina Gómez Álvarez, emphasized that this document is essential to inform, strengthen, prevent, and protect homes from the intense rains of each season. 'Today more than ever, this Atlas is relevant, as in recent years natural phenomena have manifested with greater intensity, directly impacting the lives of our communities,' stated the head of the state executive in the municipality of Metepec. The State of Mexico Water Commission (CAEM) reports that in the 2025 rainy season, 382 events were recorded, of which 285 were waterlogging incidents, 92 were urban floods, and 5 were rural floods. What were the rain-related impacts in 2025? The impacts from rains affected 94 sites distributed across 96 neighborhoods in 41 of the 125 municipalities that make up this entity, impacting 11,895 inhabitants over an area of 4,413 square kilometers. Flooding problems are due, among other factors, to people throwing trash in the streets, which obstructs the drainage system. It was highlighted that in the State of Mexico, 17,000 tons of waste are generated daily, which is equivalent to filling more than a thousand garbage trucks a day. Finally, in the last year, 655 million pesos have been allocated to build, improve, and maintain drainage systems in the State of Mexico, and the federation contributed 1,418 million pesos.
