
In the State of Mexico and in all the boroughs of Mexico City, the program Hoy no Circula is implemented, which aims to prevent, minimize, and control the emission of pollutants generated by vehicles in circulation.
Hoy no Circula restricts the circulation of vehicles with plates ending in the numbers 9 or 0 and with blue stickers between 05:00 and 22:00 hours. Those drivers who do not comply with these restrictions will face fines and the towing of their vehicle to the impound lot.
Firstly, they will be fined amounts ranging from 20 to 30 times the Unit of Measurement and Update, with amounts between 1,171 and 3,257 pesos respectively. Secondly, the car will be towed to the impound lot at a towing cost of 919 or 1,833 pesos, depending on the towing capacity of the truck.
Vehicles with a 0 and 00 hologram are exempt from these restrictions, as well as various types of vehicles such as agricultural tractors, motorcycles, emergency units, electric vehicles, among others, that have the respective authorization. Foreign vehicles with foreign plates have specific restrictions on Saturdays and from Monday to Friday.
In the case of vehicles with a 1 hologram, restrictions are established for circulation on specific Saturdays according to the last digit of the plate. Vehicles with a 2 hologram are prohibited from circulating every Saturday.
In the State of Mexico, the Hoy no Circula program applies in several municipalities such as Atizapán, Ecatepec, Tlalnepantla, among others. In Mexico City, the program is in effect in all boroughs, such as Álvaro Obregón, Cuauhtémoc, Miguel Hidalgo, Xochimilco, among others.
