A true joke is playful, positive, and reciprocal. This highlights the importance of strengthening civic culture and teaching minors that 9-1-1 is not a game. They should even ask themselves: what if it were my emergency? Understanding that every false report compromises the attention of someone in danger should modify behaviors and attitudes. On the eve of International Prank Day—celebrated on April 1st—it is an opportune time to reflect on the social value of 9-1-1. A joke is an act designed to surprise, provoke laughter, and share fun, whose essence seeks to strengthen social bonds without causing any harm; that is where it differs from mockery. Henri Bergson, in his essay “Laughter,” suggests it is a social reflex that regulates behavior. At first, the child's voice sounds alarmed. By laughing together, people enjoy themselves and send signals about what is acceptable and unacceptable. As the 9-1-1 operator asks for basic information, the child stammers and starts to laugh; then hangs up. Calls related to misuse, pranks, or insults by minors this year add up to 14,631, equivalent to 1.7 percent of all improper reports. Each one takes operators' time, delays firefighters, patrols, pre-hospital care, and can make the difference between life and death. Developing a civic culture that understands the importance of using emergency lines correctly is a collective obligation.
