
José Antonio Peña Merino, head of the Digital Transformation and Telecommunications Agency, along with President Claudia Sheinbaum Pardo, presented the National Law of Simplification and Digitalization during the Morning Briefing of the People. Sheinbaum Pardo highlighted that the objective of the law is to eliminate procedures and corruption.
During the presentation, it was explained that it is necessary to present a constitutional reform to articles 25 and 73 at the National Palace. At the federal level, more than 7,000 procedures are carried out, with an average of 523 procedures per state and 144 procedures per municipality.
The main objectives of this law are to standardize procedures and requirements, eliminate obstacles for individuals and companies, maintain good regulatory practices, facilitate access to the rights of individuals and reduce spaces for corruption.
Among the benefits expected from this law is a 50% reduction in procedures, requirements, and time, as well as 80% of them available online. The aim is to decrease the regulatory burden, strengthen legal certainty, accelerate economic activity, and generate shared prosperity.
The establishment of a single authority responsible for simplification and digitalization is proposed, with clear principles of simplification, a unique catalog of procedures, a single citizen service portal, and a national citizen assistance system, among others.
The National Center for Public Technology (CNTP) aims to promote the development of technological capabilities across the three levels of government through components and strategic projects. Some of the strategic projects will be the National Digital Investment Window, the National Civil Registry Platform, and the National Cadastral Platform, among others.
It is established that a legislative process will be required that includes the reform of articles 25 and 73 of the constitution to empower Congress to issue a National Law and the initiative to repeal the General Law of Regulatory Improvement and issue the New National Law of Simplification and Digitalization.
José Antonio Peña Merino mentioned that during a person's lifetime, approximately 486 procedures are conducted, of which 85% are state or municipal procedures.
