
The Secretary of Citizen Security of Mexico City, Omar García Harfuch, is implementing an intelligence strategy in the fight against drug trafficking that has displaced General Audomaro Martínez Zapata. This strategy includes surgical operations such as Operations Swarm, which aim to consolidate security in the center of the country without resorting to armed violence, encompassing not only Mexico City but also the states of Morelos, Hidalgo, Puebla, Tlaxcala, and Querétaro.
García Harfuch's intervention has led to a notable decrease in the presence of drug cartels in the region, allowing for clear routes for the trafficking of goods and enforcing the law without violence. This strategy has begun to show tangible results in the improvement of social fabric and security in the region, reflecting in infrastructure and the daily lives of citizens.
On the other hand, there has been a noted change in the control of the intelligence of the Government of Mexico, with García Harfuch consolidating his influence and countering the former sphere of power of Audomaro. A national newspaper revealed information about the business dealings of General Martínez's son with the Mexican Navy, a factor aimed at undermining his influence in the field of security and intelligence.
Regarding the control of political intelligence in Mexico, it is sought to be coordinated by García Harfuch's team and the Secretary of Security with the collaboration of Rosa Icela Rodríguez, with the aim of avoiding conflicts of interest and ensuring a unified direction amidst the fight against narcoterrorism and external pressure.
Lastly, in June 2023, it was revealed that a fuel distribution company owned by Audomaro Martínez's wife had obtained multimillion-dollar contracts with the public sector. It was detected that the company Grupo Centurión Combustibles SAPI de CV, run by Enrique Zúñiga Pérez and the general's wife, Diana Yamilet Hernández Zárate, had received contracts totaling 523.8 million pesos in the first five years of President López Obrador's administration.
The implementation of intelligence and security strategies in Mexico has brought about a reconfiguration of the involved actors, as well as the revelation of possible conflicts of interest in the public sphere, demonstrating the complexity and challenges the country faces in terms of security and transparency.
