The Secretary of Government, Javier Navarro, has been in an uncomfortable position since last Monday, when Movimiento Ciudadano (MC) agreed with the opposition to unblock the Budget and other judicial matters. Navarro feels that Mike Flores, the coordinator of the local deputies, has taken away his communication with the PRI and the PAN, achieving progress in less than a month that he could not attain.
A PRI deputy commented that with Mike they could agree directly, while with Navarro they were unable to move forward on anything, as he always told them that everything had to be reviewed by the governor. During the appointment of the new state prosecutor, several MC legislators expressed their dissatisfaction with Navarro's prominence in a negotiation in which he was a secondary actor in the final stretch.
The Secretary of Government does not have good ties with legislators or mayors from any party, mainly due to his responsibility in the budget crisis at the end of 2024 from the Palacio de Cantera. Even some state cabinet officials have expressed their discontent to Governor Samuel García regarding Navarro Velasco's actions.
Despite the criticisms, Governor García keeps Navarro in his cabinet because he is one of his main operators before the Supreme Court and has significant connections with local litigators.
