The PAN coordinator, Elías Lixa, presented a signed contract between the Chamber of Deputies and the law firm of Ismael 'El Mayo' Zambada. The legislator commented: 'I have just been handed this contract in which lawyer Sergio Ramírez, partner of Penilla, signed a service provision agreement in the last legislature with this Chamber of Deputies, which has a Morenista majority.'

The contract reveals that Sergio Ramírez received a monthly payment of more than 60 thousand pesos as compensation from the Lower House. The leader of the blanquiazul caucus questioned Morena's ties to the defenders of 'El Mayo' Zambada and criticized the president of San Lázaro, Sergio Gutiérrez Luna, for signing and authorizing the contract.

In the contract presented by Elías Lixa, the signatures of Rosario Elizabeth Daniel Pablo, general director of Human Resources of the Culture and Cinematography Commission, and Sergio Arturo Ramírez Muñoz, partner of Juan Pablo Penilla, are listed.

In another instance, Sergio Gutiérrez Luna revealed that PAN legislators awarded Juan Pablo Penilla Rodríguez a recognition as 'Ambassador for Peace' in 2023. According to the Morenista legislator, the distinction was made by PAN deputy María Teresa Castell at an event in the Legislators' Hall of the Legislative Palace.

The national leader of PAN, Jorge Romero, responded to the accusations and distanced the party from links with Juan Pablo Penilla. The tensions between PAN and Morena continue with mutual accusations regarding links with Penilla. The PAN leader described Morena's allegations as 'ridiculous.'

On the other hand, Penilla has been identified as legal counsel in the letter from 'El Mayo' Zambada to the Mexican Consulate in New York, requesting the intervention of the Mexican government for his repatriation. Penilla has also represented drug traffickers such as 'Z-40', 'El Betito', and 'El Pistache', among others.
