
Rafael Caro Quintero, also known as Z-40, is accused of drug trafficking, in addition to having an open case for the kidnapping, torture, and murder of Enrique Camarena, a former DEA agent, and pilot Alfredo Zavala that occurred 40 years ago. Another implicated individual, Antonio Oseguera Cervantes, alias Tony Montana, faces accusations of cocaine and methamphetamine trafficking in Washington.
The Mexican Secretariat of Public Security and Citizen Protection announced the transfer of 29 individuals held in various prisons across the country for links to criminal organizations, primarily related to drug trafficking. This process is conducted under institutional protocols with respect for fundamental rights, following the Constitution and the National Security Law, at the request of the U.S. Department of Justice.
The actions are framed within bilateral coordination efforts and respect for the sovereignty of both nations. According to Reuters, among the extradited is Rafael Caro Quintero, founder of the Guadalajara Cartel. Caro Quintero spent 28 years in prison for the murder of Camarena before being released in 2013 and eventually recaptured in 2022 in Mexico, resuming drug trafficking.
Additionally, Mexico extradited Miguel Ángel Treviño Morales, Z-40, and Óscar Omar Treviño Morales, Z-42, former leaders of the Zetas cartel, according to the Webb County Sheriff’s Office in Texas, USA. These extraditions are part of a group of 36 individuals sought by the U.S. Antonio Oseguera Cervantes is the brother of Nemesio Oseguera Cervantes, leader of the Jalisco New Generation Cartel, and is being extradited to the U.S. in a Mexican government operation. Miguel Ángel Treviño Morales faces four charges in Texas, New York, and Washington, while his brother Óscar has three, excluding the New York case.
