Preparations for the Election of the Judiciary in Mexico

The Temporary Commission of the INE approved new guidelines for the election of the Judiciary, which detail the rules for classifying the vote and its validity.

Preparations for the Election of the Judiciary in Mexico

The Temporary Commission for the Extraordinary Process of the Election of the Judiciary, of the National Electoral Institute (INE), approved the project of guidelines for the preparation of district counts, which must not exceed ten days, to be able to obtain the results of the elections.

Unlike normal elections, the counting of votes will not begin at the polling stations, but rather at the district and local councils. The polling stations will only be responsible for classifying the votes, recording the number of ballots received, the total number of voters, and the number of ballots extracted from the boxes. Additionally, the counting process will begin on June 1, not the day after the election day.

To determine the validity of a vote during the judicial election, 24 possible scenarios on the ballots have been established. Among the null votes are blank ballots, marks all over the area, or those with names of unregistered candidates. Furthermore, the classification of "unused boxes" will be assigned in certain cases.

If a ballot contains the name of a registered candidate, even with an added nickname, it will be considered valid. In the event of overwriting, the legible records will be counted as valid without exceeding the limit by gender. If the name is underlined instead of marking the candidate's number, the vote will be valid. It is also established that in the case of repetitions of numbers in the boxes, the first record of the candidate made will be taken as valid.

The district counts will be preceded by two simulations before the judicial elections, and the hiring of additional personnel is contemplated due to the intensity of the work. The mentioned project of agreement is still pending to be voted on by the General Council of the INE.
