INE Approves Campaign Spending Limit for Judicial Election

The National Electoral Institute (INE) approved a campaign spending limit of 220,236 pesos per candidate for the judicial election, without public funding for the candidates. During the discussion, the president counselor of the INE, Guadalupe Taddei, proposed differentiated limits, with amounts of up to 1.4 million pesos for national positions and 220,000 pesos for candidates to district courts, but the proposal was rejected.

The General Council of the National Electoral Institute (INE) determined a cap of 220,326.20 pesos as personal campaign expenses for the judicial candidates in the Extraordinary Electoral Process of the Federal Judicial Power (PEEPJF) 2024-2025. According to Article 96 of the Political Constitution, candidates cannot receive public or private funding, so candidates will have to use their own resources to cover promotion expenses.

The extraordinary election is scheduled for June 1, 2025, and without public funding, candidates must cover their personal expenses, such as per diem, with their own resources. The decision of the INE was made after a prolonged debate and a divided vote. The case was referred to Magistrate Reyes Rodríguez Mondragón for analysis.

The measure of the INE was challenged before the Superior Chamber of the Electoral Tribunal of the Federal Judicial Power (TEPJF) by Emanuel Montiel Flores, a candidate for a judgeship of the Judicial Discipline Tribunal and originally from Tlaxcala, who was previously evaluated by the Legislative Power Committee. The TEPJF will be responsible for analyzing the challenge presented.
