
During the morning conference of President Claudia Sheinbaum, the Secretary of Citizen Security and Protection, Omar García Harfuch, revealed that in less than a year and a half, hundreds of cases have been registered in which presumed criminals were favored due to determinations by judicial bodies.
A total of 193 determinations were identified between 2024 and the beginning of 2025, almost 200 favorable decisions for presumed criminals involving transfers, releases, and definitive exits. García Harfuch labeled these actions as unacceptable, stating that such decisions harm society instead of protecting it.
Among the consequences of these determinations, there were 164 exits due to changes in precautionary measures and 2 definitive exits, which implies that more than 100 criminals returned to the streets. Additionally, 27 voluntary transfers were carried out without following the proper procedures, neglecting necessary security measures.
In particular, the case of the brothers Miguel Ángel Treviño Morales, alias 'El Z-40', and Óscar Omar Treviño Morales, known as 'Z-42', was highlighted, whose extradition process was postponed on numerous occasions due to judicial orders. Finally, on February 27, both were extradited to the United States after having been leaders of the cartel Los Zetas.
