
In Guanajuato, the PAN parliamentary group and the PRD representation in the local Congress have presented a constitutional reform initiative aimed at ensuring substantive equality, gender parity, and the elimination of the gender wage gap in the region.
According to Noemí Márquez Márquez, a PAN legislator, 60% of women in Guanajuato work in the informal sector, with lower incomes and without social security. In addition, women dedicate 41 hours per week to unpaid domestic work, double that of men, which limits their access to formal jobs and leadership roles.
The proposal also seeks to ensure that the justice authorities in the state operate with a gender perspective and respect for human rights. The establishment of a specialized prosecutor's office for crimes related to gender-based violence is proposed.
The initiative will be analyzed by the Governance and Constitutional Points Commission, as well as by the Gender Equality Commission. Key points of the proposal include establishing in the Political Constitution of Guanajuato that every person has the right to equal pay for equal work, regardless of sex, gender, or nationality.
Deputy Márquez Márquez highlighted that, although women make up 52.4% of the population in Mexico, they face more precarious working conditions compared to men. The reform aims to address the historical inequality experienced by women, girls, and adolescents in the region, seeking to make substantive equality a tangible reality and rights that can be claimed.
