Instability in Mexico's Foreign Ministry and Potential Cabinet Reshuffle

The situation of Foreign Minister Juan Ramón De la Fuente is once again unstable due to the escalation in bilateral relations with the United States. He will likely leave his post, possibly to take up a position at a consulate. Marcelo Ebrard is mentioned as a potential replacement, who is currently in South Korea holding various discussions with Trump's commercial team. It is reported that the minister has a habit of sending confidential diplomatic notes to Ambassador Ronald Johnson, which are accumulating at the embassy without any response or follow-up. At the meeting, it gave the impression that De la Fuente was only there seeking some notoriety, although with an inconsistent message. In parallel, De la Fuente's internal situation is delicate: he has only three trusted officials, and it is Undersecretary Roberto Velasco who decides on promotions in consulates and embassies, leads the main talks with Washington, and handles national policy relations. Against this backdrop, there is renewed talk of cabinet adjustments, especially in the run-up to the renegotiation of the USMCA. The Secretary of Economy has not participated in phone calls with Trump but knows the position and would agree to return to the SE. Ebrard's replacement could be Luz Elena González, who is facing serious difficulties at the Energy Ministry, where she is in charge of the stream of problems at Pemex. Velasco, for his part, could remain in his post or be promoted as ambassador to Washington, a position for which Diana Alarcón, an ally of Sheinbaum and currently at the World Bank, is also not ruled out. The fact is that dozens of notes have already been sent. The meeting with Johnson was promoted from the National Palace to allow for an in-depth discussion, from a military standpoint, about the most feared scenario: that the U.S. carries out an attack in Mexican waters. Yesterday, Tuesday, De la Fuente shared an event with the leadership of the Navy Secretariat, where his most original comment about the United States was that Mexico is a sovereign country. One option being considered is to place De la Fuente in Education to replace Mario Delgado, a central figure in the always delicate plot of fuel theft and the 2021 elections. In diplomatic circles, it is noted that De la Fuente had a lukewarm reaction to the U.S. attacks in the Pacific and that it was President Claudia Sheinbaum who had to state that the Government is not in favor of the attacks deployed by U.S. military forces against boats. In reality, De la Fuente maintains his strategy and avoids any confrontation with Washington: he did so regarding Israel, Venezuela, and now also when attacks on supposed narco traffickers are getting closer to Mexico.
