During the hearings on the government report, the Secretary of Equality and Inclusion, Martha Herrera; the Secretary of Citizen Participation, Daniel Acosta; the Secretary of Education, Juan Paura, and other officials appeared before the local Congress. The opposition did not spare criticism of the officials, with PAN's Claudia Caballero being the first to question Acosta over a scandal involving alleged multi-million dollar contracts with a close associate and the official's supposed unusual enrichment. Daniel Acosta responded: "Personally, I have nothing to hide". From the PRI side, legislator Armida Serrato questioned Martha Herrera for not delivering the promised social programs in their entirety for 2024, allegedly due to a reassignment. "Just for context, the municipality of Juárez had 140,000 inhabitants and now it has 500,000. I can't imagine that those 300 people have had it easy from October to December," she stated. Herrera González, for her part, insisted that the dispersal of social programs is the responsibility of the state treasury and admitted there is a backlog in the delivery of 45%, equivalent to nearly 90 million pesos. Morena joined the offensive against MC, and deputy Jesús Elizondo stated that poverty reduction is a merit of the federal 4T. "We are not a cover-up for anyone... there has been a reduction in poverty largely due to the 4T's policy of wage increases and social programs... And regarding the federal support program for people with disabilities, half of the money is provided by the federation," he said. He also questioned the 800-peso support for people with disabilities when, due to the lack of an agreement with the State Executive, the federation has been unable to provide support of more than 3,000 pesos for the same sector. "Nuevo León does not have such a program, ask them if they are going to sign the agreement or not? It's a yes or no answer," he added. Martha Herrera replied: "Yes, we are interested in the program, but we need 4,000 million pesos to cover 250,000 people... unfortunately, the model the federal government has is universal. While we talk about 250,000 people with disabilities, it could even reach half a million, but with the support the secretariat provides, we would be talking about a budget shortfall of 2,000 million pesos to cover this program. What we do have authority over is open government, in which we have been internationally recognized, in Spain we were recognized... we are in first place in participatory spaces, we had less than 200 and now other states have come to learn best practices." "The Human Rights recommendations are based on a ruling, they determined that a crime was committed and made recommendations, but it is not my responsibility because the indicated authority has not yet resolved it," Bazán declared. In the area of education, Juan Paura was questioned on various specific points, with the scarcity of schools being the most reiterated. "At the time, the authorities were in charge of the investigation, which corresponds to the DIF to collaborate, carry out visits, and human rights, everything was done on time. The six-year term with the most schools was 17, we hope to finish with 28 schools, two more than the established goal," responded Fernando Martin, director of ICIFED. The PAN was insistent on his supposed inaction after the child's death, as well as on a similar recent case involving a minor with a disability. "We are going to finish this six-year term, and you are invited to the opening of 12 school infrastructure projects."
