Mexico's Ex-First Lady Seeks Tougher Penalties for Ex-Governor

The former First Lady, Adalina Dávalos, presented an initiative in the local Congress to aggravate sanctions for family violence committed by people in positions of power. This is intended to complicate the legal situation of former Governor Jaime Rodríguez Calderón, whom she accuses of violence. This occurs one day after her appearance before the Prosecutor's Office of Nuevo León, and the goal is to complicate the former governor's political rehabilitation. The initiative is called 'Bill to amend Article 343 Quater of the Federal Penal Code to establish the aggravating circumstance of family violence exercised by a person with political, economic, institutional, or social power.' The proposal adds: 'To establish a criminal aggravating circumstance when the aggressor has been a public official, former official, member of the armed forces or security, influential businessman, politician, institutional command, or any person with real capacity for influence.' If approved, the sanctions against Rodríguez Calderón would be aggravated due to his position as Governor of the State. So far, Dávalos has not made any approach with a legislative faction to promote her initiative; however, she understands that Rodríguez Calderón maintains a good relationship with the Green Party and the opposition. 'My aggressor was not an ordinary citizen, he was the Governor of Nuevo León, a person with resources, bodyguards, authority, institutional relations, and public presence... the violence committed by a private individual is not the same as the violence committed by a man with power. It is not the same to face an ordinary family conflict as to face someone who can manipulate institutions, intimidate witnesses, influence processes, or discredit a victim,' she stated. This media move comes amid Rodríguez Calderón's attempt to return to the state's political scene next year. Additionally, he held a press conference with his daughters and mother, ensuring that the former official still uses institutions to his advantage.
