The Mexican government, led by Claudia Sheinbaum, is developing a new strategy aimed at reversing its image after controversial reforms passed at the end of last year. This strategy has received the backing of the 'Fourth Transformation' (4T) coalition but faces absolute opposition from the political opposition. Through this plan, the government seeks to overturn the negative image that formed towards the end of 2025 and reclaim the agenda and initiative on a matter vital to the productive agenda: water. This involves social sectors that were once close to the 4T but may now show resistance and disagreement due to these government-promoted changes.

One example is the Water Law, which received unanimous approval from the 4T but was met with complete rejection from the opposition and involved agricultural sectors. These groups even held protests and roadblocks across the country. In this way, the 4T is betting on reversing the controversies generated by this initiative and, especially, the discontent in the related sectors that blocked highways nationwide.

According to a source, this plan will focus on meetings and citizen assemblies with various government actors and leaders who will defend and promote the reform passed at the end of last year. Because of this, the ruling coalition is considering launching a strong national campaign to inform and defend the initiative, which is already in effect.

"She feels that a bad image was created and that the reform was not fully understood," a person aware of the preparations that will be implemented in the coming weeks in all states of the country to publicize the implications and changes of the approved reforms told this publication. Initially, the ruling coalition had indicated that the initiative would be modified to negotiate positions with the mobilized groups, but it was finally approved as it was originally drafted.

The government of President Claudia Sheinbaum closed 2025 with a series of reforms that generated controversy nationwide. Among the main points to be deepened is the National Water Reserves Fund, one of the nodal points of the discussion, as opposing sectors denounced that it would allow for the withdrawal of water use from individuals or that it could affect its use for agricultural or livestock purposes.

Last year, the Water reform caused serious problems for the 4T due to the significant roadblocks that occurred across the country by sectors linked to agriculture.
