Federal Deputy Gustavo de Hoyos Walther called on the Chamber of Deputies to urgently study the initiatives he presented to reform the Constitution and the Federal Sea Law, in order for the Gulf of California, also known as the Sea of Cortés, to be recognized as a historical bay, territorial sea, and therefore, an integral part of national territory. He recalled that, according to a study published in the Journal of the Center for Naval Higher Studies, the central-south part of the Gulf remains under an exclusive economic zone and international waters regime, which, he said, “undermined the sovereignty and national security of Mexico” by allowing freedom of navigation and overflight without full control by the Mexican State. The legislator emphasized that Mexico already has the geographical, historical, legal, and national security foundations to promptly embark on a legal-diplomatic path that leads to proclaiming the Gulf of California as a historical bay and Mexican internal waters, criteria explicitly recognized by the United Nations and accredited by the technical study of the Center for Naval Higher Studies. In a statement, he insisted that the reclassification would strengthen the protection of marine resources, environmental conservation, and the capacity of the Mexican State to face risks associated with illicit activities and the presence of external actors in a maritime space completely surrounded by national territory. De Hoyos Walther respectfully urged the Presidency of the Republic to immediately initiate the necessary diplomatic and technical procedures before the relevant international bodies, following recent alerts from the U.S. Federal Aviation Administration (FAA), which warned of possible GPS interference and military operations on routes crossing the Mexican Pacific and the Gulf of California. He pointed out that the current situation obliges acting with a state vision and long-term perspective, prioritizing the institutional defense of sovereignty and national security over any political difference or temporary situation.
