The Chamber of Deputies rejected the Electoral Reform sent by President Claudia Sheinbaum, as it failed to achieve the qualified majority required by law, representing the first legislative defeat for Morena due to the lack of support from its political allies PVEM and PT. In the plenary session, positions against the bill were presented by legislators from Movimiento Ciudadano, PRI, PAN, PT, and PVEM. Morena's legislators were left alone, and their simple majority was not enough to advance the project, which required a qualified majority for representing constitutional changes. The final vote was 259 in favor, 234 against, and one abstention. On the electoral reform, Movimiento Ciudadano deputy Ivonne Ortega Pacheco stated that Mexico does need a reform because the current system has been surpassed by reality. Despite not backing the bill, she highlighted that PVEM had accompanied 145 initiatives from the Executive since 2018 and maintained its support for the President of Mexico. On behalf of PAN, deputy José Elías Lixa Abimerhi indicated that there will be no reform without dialogue and that the rules must change in favor of the people, not the powerful. He expressed his solidarity with legislators who have been harassed for their political positions and called on the Presidency of the Republic to do what is best for the country. Finally, Morena's Ricardo Monreal stated that his party was not an accomplice to electoral fraud and rejected the insults against the head of state. He argued that the proposal put gender parity and affirmative actions at risk, which he described as a democratic distortion. Although he agreed with the reduction in spending, he conditioned his stance on a better distribution to ensure equity. He assured that the project will benefit the people and highlighted that regardless of the vote's outcome, it was demonstrated that the President kept her word. Therefore, he anticipated that his bench voted against out of conviction and responsibility. On behalf of PRI, coordinator Rubén Ignacio Moreira Valdez stated that the discussion was not about technical or financial issues, but about the feeling of democracy. He concluded that the Labor Party accompanied the country's transformation and maintained its honesty in the legislative path. Carlos Alberto Puente Salas, coordinator of PVEM, pointed out that his parliamentary group could not support the bill due to its consistency with its programmatic objectives. He questioned that the integration of the Chambers damaged representative democracy. He argued that the reform betrayed historical leaders and voted against to avoid a state without a separation of powers. The PT's coordinator, Reginaldo Sandoval Flores, affirmed that his party is one hundred percent with the President of the Republic, although he manifested against the installation of a hegemonic party. He stated that the reallocation of representations by constituency did not favor citizen participation and diminished the parties with fewer resources. He added that his group opposed the initiative due to the lack of principles of plurality and diversity, and pointed out that the proposal intended to install the objectives of a single party. The legislator referred that the proposed model favored the invasion of criminal groups in the processes and questioned a wording that showed partiality and revenge.
