Puebla State Auditor Reports 18 Citizen Complaints for Alleged Irregularities

The head of the Superior Audit of Puebla (ASE), Germán Reyna y Herrero, reported 18 citizen complaints for alleged irregularities. Four complaints were dismissed, one involves the mayor of San Andrés Cholula, and another the mayor of Xicotepec. The auditor stated that all complaints are in process.

The Superior Audit of the State of Puebla (ASE) reported that it has received 18 citizen complaints for alleged irregularities in various municipalities of the entity. Its head, Germán Reyna y Herrero, informed this. Of the total number of complaints, four were dismissed due to lack of competence, as they corresponded to the internal control bodies of the municipalities and should have been presented to the Municipal Control Office. The auditor detailed that one of the ongoing complaints involves the mayor of San Andrés Cholula, Guadalupe Cuautle Torres, from the National Action Party (PAN), for alleged overpricing in public works. Another relevant case is that of the municipality of Xicotepec, where Governor Alejandro Armenta publicly accused Mayor Carlos Barragán of allegedly receiving 'moches' (kickbacks) related to public works. Reyna y Herrero emphasized that all complaints are in a legal process, so he avoided giving further details. 'All citizens are in their right to file complaints for different circumstances. This complaint is in a legal process,' he concluded. 'Once the period to issue the opinion is over, I can inform the status of all the issues, including the penal part,' the auditor concluded. 'I cannot share more details, but the procedures are underway,' he noted. Regarding institutional work, he reported that the handover-reception process at the ASE concluded on March 20, which made it possible to integrate a report with the detected observations. The next step will be the issuance of an opinion at the end of April, in which the status of the public accounts of the 311 obligated subjects in the state will be made known.
