Head of Mexican Customs Resigns Over Fuel Smuggling Scandal

Rafael Fernando Marín Mollinedo will present his resignation this Tuesday, March 31, to the National Customs Agency of Mexico (ANAM) after a tenure marked by fuel smuggling, better known as “fiscal huachicol,” which has caused losses of up to 600 billion pesos, according to an official calculation that was later withdrawn. However, Marín Mollinedo will not retire from public life, as he could join another area of the federal government, possibly a state delegation in the southeast of the country. The resignation will be submitted to the Presidency of the Republic and is not a surprise departure, as his exit had been agreed upon for over a month, according to federal sources consulted by Aristegui Noticias. Even Marín himself had previously acknowledged that he has political aspirations and could seek an elected position in 2027. Rafael Marín Mollinedo assumed the leadership of Customs on February 15, 2025, and his resignation will take effect on April 1, at which point an interim director will take over the ANAM. During the López Obrador sexenium, he also served as director of the National Customs Agency (ANAM) from December 1, 2022, to June 20, 2023. President Claudia Sheinbaum had stated at the time that Marín's return to the head of Customs was intended to increase revenue through this channel. It was only during his second term at the helm of the ANAM that the first complaints were filed against military commanders linked to fiscal huachicol, including two political nephews of the former Secretary of the Navy, Rafael Ojeda Durán, according to an ongoing criminal investigation that he was aware of since 2024, as was confirmed by the 'Marina Audio', a journalistic investigation by this outlet.
