Jalisco Records Record Citizen Participation in State Budget

The state of Jalisco recorded over 920,000 participants in the process of forming the Open and Participatory Budget for 2026. This is a 36% increase from the previous year. As part of the project, 1.43 billion pesos will be invested in the renovation of 60 schools and the creation of water supply systems in 125 municipalities.


Jalisco Records Record Citizen Participation in State Budget

Over 157,000 interventions corresponded to children and adolescents, representing 17.1% of the total and an increase of over 500% compared to the previous exercise. The head of the Secretariat of Planning and Citizen Participation, Cynthia Patricia Cantero Pacheco, reported: "Citizen participation was overwhelming. The state of Jalisco registered 920,013 participations in the Open and Participatory State Budget 2026, which represents an increase of 36% compared to the previous exercise." This was announced by the State Government, which shared that the consultation was held from February 4 to March 27 and was present in all 12 regions of the entity, consolidating itself as a state-level citizen participation exercise. Similarly, it was explained that as part of the process results, the intervention of 60 educational institutions in 43 municipalities was determined, with an approximate investment of 1,430 million pesos (mdp). "For 52 days, we had the involvement of 920,013 participations in all regions of the state, which reflects the interest people have in participating when mechanisms of easy access are put in place, and also the growing commitment to get involved in public decisions".

Projects defined for school infrastructure

In the educational area, the projects contemplate interventions in school infrastructure, including rehabilitation, adaptations, and improvements in services. The director of the State Institute of Educational Physical Infrastructure, Francisco Ontiveros Balcázar, pointed out: "[What we will do in the schools] depends on the damage that exists, but there will be reconstructions, remodelings, there will be adaptations; and in specific cases, there will always be a new addition, they will have a tarp, a court, rehabilitation of bathrooms, general painting, waterproofing, play modules, reforestation, and in cases where possible, generation of electricity". It was also explained that in the water sector, alternative systems will be implemented in the 125 municipalities, with the objective of strengthening access to the resource in public spaces.

Next step: co-design in May

To conclude, it was announced that the process will continue with the co-design stage starting in May, in which school communities and citizens will participate. Subsequently, from June to November, the social monitoring phase will be developed through citizen committees. The information from the exercise will be available on the decidejalisco.mx platform for public consultation. Additionally, the installation of alternative water supply systems in the 125 municipalities of the state was approved, with an investment of 30 million pesos. Participation of minors increased by 500%.
