
Luis Guillermo Alvarez Quintana has been appointed as the new head of the Internal Control Organs in the Mexican Social Security Institute (IMSS). Concerns have been raised regarding Javier Guerrero's lack of knowledge of IMSS regulations, despite holding various positions in the institute and the Chamber of Deputies.
It is important to mention that the IMSS Internal Regulations (RIIMSS) hold greater authority than the Organization Manual of the Operations and Evaluation Directorate (DOE), which is directed by Javier Guerrero. This regulation, in force since August 2012, establishes mandatory legal provisions. Zoé Robledo, director of IMSS, has the authorization to act according to this regulation.
Speculation has arisen about Claudia Sheinbaum's management and her capacity to allow changes in IMSS's structure. For example, Emma Luz López Juárez was not allowed to hold a position in the IMSS Administration Directorate. There are accusations regarding controversial decisions in the legal realm, such as the case of a prosecutor from Querétaro who requested penalties for a minor after suffering abuse.
Internally, it has been mentioned that Javier Guerrero ordered an audit at IMSS, the results of which could affect officials. A possible lack of updates between the RIIMSS and the IMSS Organization Manual has been highlighted, which could generate discrepancies in the roles and attributions of the executives.
Regarding the internal management of IMSS, questions have been raised about overpriced acquisitions, leading to concerns about possible irregularities in resource administration. Therefore, a thorough revision of internal processes and a regulatory update are urgently needed to avoid financial mismanagement.
