
The Constitutional Points Commission of the Chamber of Deputies declared itself in permanent session to analyze the constitutional reform regarding the unchallengeability of the additions to the Magna Carta, known as "constitutional supremacy", approved in the Senate last week by the majority of Morena and allies. The president of the commission, Leonel Godoy Rangel, approved the declaration of the meeting and decreed a recess to start the discussion of the draft on Monday, October 28 at 6:00 PM.
The reform to articles 105 and 107 of the Constitution prevents the Judiciary from invalidating and granting injunctions to suspend constitutional reforms. Article 105 will establish that "constitutional controversies or actions of unconstitutionality aimed at contesting the additions or reforms to this Constitution are inadmissible," while Article 107 will state that "the amparo trial against additions or reforms to this Constitution will not proceed."
In light of the opposition's protest regarding the agenda presented, which included the discussion of the reform, the ruling party clarified that it was the agenda for Monday's session and that it was not intended to approve the draft at that moment. PAN deputy Paulina Rubio Fernández pointed out that the draft was not circulated with the necessary anticipation, and thus the deadlines for the discussion of the reform should be reconsidered.
For her part, Movimiento Ciudadano deputy Irais Virginia Reyes de la Torre suggested listening to academia, civil society, specialists, and even the opposition. She left the session along with other deputies because her proposal to call for forums and limit their speaking time was not accepted.
In an interview with media outlets, Leonel Godoy confirmed that the discussion of the bill sent by the Senate of the Republic will take place this Monday afternoon in the Commission and that it will possibly be submitted to the Plenary on Wednesday, as established by the regulations.
