
The Congress of Mexico City is discussing today the approval of permanent driving licenses. The reform to the local Fiscal Code has been sent to the Executive Power for publication in the Official Gazette of Mexico City. With 44 votes in favor and 13 against, the issuance of the permanent driving license was approved.
The ruling, promoted by the head of Government, Clara Brugada, modifies provisions of the local Fiscal Code. During the discussion, opposition lawmakers pointed out that this reform focuses more on tax collection than on the mobility of the city. Proposed additions include the introduction of a permanent type "A" license for private vehicles, costing 1,500 pesos.
According to Brugada, if the initiative is approved, the process to obtain a permanent license could begin between November and December 2025. To obtain it for the first time, a mandatory theoretical exam will be required, which can be conducted digitally at SEMOVI modules, utopias, and PILARES. It has not yet been decided whether a practical exam will be implemented, although Movimiento Ciudadano has proposed its inclusion.
The ruling was approved in committees and then with 41 votes in favor and 13 against in the Congress of Mexico City.
