Motorcycles have become an attractive means of transportation for criminals due to their easy acquisition, low cost, and agility of movement. In Guanajuato, the City Council of León is the only one that has attempted to regulate the use of this vehicle for its circulation, although no substantial changes have been made to the mobility law. According to local deputy Víctor Manuel Zanella Huerta, the lack of precise statistics complicates investigations into the actual number of motorcycles in circulation in the region. The purpose of the initiative is not to stigmatize legitimate motorcycle users, but to prevent their use in illicit activities.
In addition to regulating the use of motorcycles, controlling the sellers of these vehicles in Guanajuato is proposed. The Metropolitan Studies Center (CEM) will gather detailed information about the sale of motorcycles, including data on buyers and establishments. The creation of a Motorcycle Merchant Registry is also proposed to keep a record of all businesses dedicated to selling these vehicles. This initiative adds to other national efforts to regulate the use of motorcycles, especially in light of the increase in crimes involving these vehicles.
The objective of the legislative proposal is to prevent violence and crime in Guanajuato. The parliamentary group of PAN and PRD presented a reform initiative to the State Mobility Law and its Municipalities to establish a State Motorcycle Control Registry and a Motorcycle Vehicle Merchant Registry. This measure seeks to combat "moto-thieves" and regulate the uncontrolled growth of motorcycle use in the region. Deputy Víctor Manuel Zanella Huerta emphasized the importance of the State Motorcycle Control Registry as a tool for authorities to have greater control over the sale and circulation of these vehicles, commonly used in crimes such as homicides and thefts.
The proposal presented in the State Congress aims to cross-check information between state and municipal authorities, as well as the Attorney General's office, in order to have a more complete overview of the motorcycle vehicle fleet in the entity.
