Reform of the Penal Code in Guanajuato

The PRI party proposes to reform the State Penal Code to classify recent attacks as terrorism and to toughen penalties. A discussion in Congress is expected.


Reform of the Penal Code in Guanajuato

The parliamentary group of the Institutional Revolutionary Party has presented an initiative to reform the State Penal Code aimed at reformulating the criminal offense of terrorism and increasing its penalty. It is also proposed to add threats and concealment to commit terrorism.

Regarding the recent attacks in the municipalities of Jerécuaro, Acámbaro, Celaya, and Irapuato, which have targeted public security institutions, Deputy Alejandro Arias Ávila pointed out that, although they fall under federal jurisdiction, they should be considered as terrorist acts according to state law. Arias Ávila emphasized the importance of updating current legislation, which has become obsolete in light of the new reality of violence.

The initiative also proposes that the preparation of a terrorist attack be considered a crime in itself. It has been referred to the Justice Commission for analysis and opinion, in order to effectively combat acts of violence that threaten the safety of the people of Guanajuato.

Among the acts proposed to be considered as terrorist are attacks on police facilities, threats on social media, attacks against civilians, and repression against authorities. Furthermore, harsher penalties are contemplated for those who conceal the perpetrators of such acts.

It is expected that in the coming weeks, discussions will begin in committees and subsequently be put to vote in the Plenary of Congress.
