Morena Accelerates Constitutional Reform in Record Time

The Morena party rushed its 23 state congresses with a majority and achieved the legal declaration of the reform that ensures "constitutional supremacy" in less than 12 hours after the amendments to Articles 105 and 107 of the Constitution were approved in the Legislative Palace of San Lázaro.

The session on Wednesday night in the Zacatecas Congress was the first to vote and approve the bill, followed by Oaxaca where the procedure took less than 20 minutes with 38 votes in favor unanimously. In both cases, the opposing votes came from deputies of opposition parties such as PRI, PAN, MC, and PRD.

For the declaration of constitutionality in San Lázaro, the caucuses of PAN, PRI, and MC did not attend in sign of rejection of the reform, and even the ruling party made up of Morena, Labor Party, and Green Ecologist Party was incomplete. This situation allowed the afternoon session to open with barely an initial quorum of 251 deputies, of which 23 voted in favor of the reform.

Once the declaration was made, a verbal confrontation arose in the Senate between the president of the Board of Directors and a senator from PRI, who expressed his dissatisfaction with the speed of the process. However, it was decided to move forward and the decree was sent to the Executive for publication in the Official Diary of the Federation and its immediate entry into force.

Amid some tensions and grievances, the reform was approved "in general and in particular" without review, analysis, or debate in an extraordinary virtual session that concluded less than 20 minutes after it began.
