Constitutional autonomy has not been efficient in the actions of autonomous bodies, according to the deputy coordinator of the federal deputies of Morena, Alfonso Ramírez Cuéllar. He explained that President Claudia Sheinbaum proposes the creation of a new agency that would group the Federal Economic Competition Commission (Cofece) and the Federal Telecommunications Institute (IFT) in order to strengthen the functions of monitoring competition and combating anti-competitive practices.
Ramírez Cuéllar pointed out that the aim is to establish an organization without constitutional autonomy but with independence and strength, which guarantees anti-monopoly functions and consumer protection. He highlighted that the priority is its effectiveness, more than its constitutional status.
In the framework of this proposal, the disappearance of seven autonomous bodies is anticipated, including Cofece, IFT, Inai, Coneval, CRE, CNH, and Mejoredu, with the aim of implementing a strong policy against monopolistic practices, especially in sectors such as communications, financial services, food, and transportation.
The new agency, still without a definitive name, will be responsible for overseeing competition in the banking, financial, telecommunications, goods, and services sectors in a comprehensive manner, seeking to strengthen its capacity to combat monopolistic practices. It is emphasized that the main objective is to reinforce the powers and effectiveness of anti-monopoly controls, beyond discussing its status of constitutional autonomy.
Ramírez Cuéllar stressed that experience has shown that constitutional autonomy does not guarantee efficiency in anti-monopoly regulation, thus underscoring the need for a more effective approach to implementing measures to combat these practices.
