The president of Mexico City, Claudia Sheinbaum, has submitted an initiative that is expected to be approved next week in the Chamber of Deputies. This initiative aims to expand the investigation capabilities of crimes, which currently rest mainly with the Public Prosecutor's Office, to include the Secretariat of Citizen Security and Protection (SSPC), the National Guard, and local police, within their respective competencies.
The proposal also grants the SSPC the ability to audit police corporations and coordinate the National Public Security Strategy. In light of these modifications, José Álvarez, a national security expert, has expressed concern about the possibility that the new powers granted may exceed the limits of legal security. Nevertheless, he is confident that this measure will help achieve more effective processes by the prosecutors.
Álvarez emphasized the importance of state prosecutors effectively fulfilling their role to achieve justice and punishment for those responsible for crimes. In this regard, he highlighted that the results of these modifications could be evaluated within the next six months or a year, considering the complexity involved in implementing an effective security mechanism.
On the other hand, the deputy coordinator of Morena in the Chamber of Deputies, Gabriela Jiménez, pointed out that the initiative seeks to strengthen the security strategy during the current administration. This strategy is based on the use of intelligence over force, following the model implemented in Mexico City when Sheinbaum was Head of Government.
Jiménez explained that the proposed reform to Article 21 of the Constitution aims to strengthen the powers of the SSPC, promote coordination with the Attorney General's Office, and strengthen state prosecutors. She highlighted the importance of providing the SSPC with the necessary tools to improve its operability, acknowledging the previous work done by Secretary García Harfuch in Mexico City.
Finally, the deputy coordinator of Morena expressed her satisfaction with the unanimous support that the initiative has received from all parliamentary groups in the Senate of the Republic, highlighting the need for comprehensive collaboration to achieve an effective national security strategy.
