
The wolf finally arrived on February 5 of this year with the package of 18 constitutional reform initiatives that the current president sent to the Chamber of Deputies. Throughout the 2018-2024 six-year term, several initiatives for administrative simplification were sent to the Chamber of Deputies, proposing the elimination of some Autonomous Constitutional Organizations (OCAs) and other agencies, or the merger of these with state secretariats.
At that moment, I witnessed how the councilors of the Governing Board sought to generate a dialogue with the other autonomous entities to unite and demonstrate their usefulness as regulators, evaluators, information providers, and a long etcetera. Pedrito reiterated his proposal time and again until the moment finally arrived when no one came to his aid when the wolf made its appearance.
INAI, Coneval, Ifetel, Cofece, CRE, CNH, and Mejoredu are among the Autonomous Constitutional Organizations (OCAs) whose existence is under threat. The elimination of these agencies would imply the loss of independence, transparency, and technical capacities in critical areas such as measuring poverty, defending children's rights, economic regulation, and access to information, among others.
In December 2018, Andrés Manuel López Obrador sent a constitutional reform proposal that marked the beginning of this series of changes. In addition to reforms to the Judiciary, the elimination of the mentioned autonomous agencies is proposed. Society in general, and Mexicanos Primero in particular, point out that the invaluable work of these agencies in issues such as education, measuring poverty, transparency, and decision-making will be missed.
The story of "Pedrito and the wolf" serves as a metaphor for what is happening, where the disappearance of these agencies would represent the loss of guarantors of fundamental rights, transparency, and democracy. The elimination of INEE has already had negative consequences in the educational field, affecting the evaluation of students, teachers, as well as the research of educational policies.
