Constitutional Reforms in Mexico: The End of the Autonomous Constitutional Organizations

The wolf finally arrived on February 5 of this year with the package of 18 constitutional reform initiatives that the current president sent to the Chamber of Deputies. Throughout the 2018-2024 term, several administrative simplification initiatives were sent proposing the elimination of some Autonomous Constitutional Organizations (OCAs) and the merging of others with state secretariats.

In December 2018, then-president Andrés Manuel López Obrador sent a proposal for a constitutional reform to Article 3, which involved the disappearance of the National Institute for the Evaluation of Education (INEE). This measure meant a loss of independence, transparency, and technical capabilities in fundamental areas such as measuring poverty and defending children's rights.

Mexicanos Primero expressed concern about the disappearance of organizations like Mejoredu, CONEVAL, and INAI, emphasizing the importance of their independence in decision-making and their role as checks and balances in the Mexican political system. Additionally, the need to maintain checks and balances in the decisions of the three branches of government was mentioned.

The disappearance of these autonomous organizations implies the loss of guarantors of fundamental rights, transparency, accountability, and economic competition. Despite attempts to generate dialogue and unite to demonstrate their usefulness, the arrival of the wolf represents a challenge for these institutions that have been pillars of democracy in Mexico.

Recalling the story of 'Peter and the Wolf,' where the shepherd boy's deception ended up diminishing the credibility of his warning, comparisons arise with the disappearance of institutions like the INEE, which has brought real consequences in the Mexican Educational System and in the evaluation of students and teachers in the country.
