Among the identified groups are Los Vampis, Los Makiavelikos, Los Michoacanos, among others. Some of these organizations are linked to transport associations and are pointed out as promoters of land invasions and property claims in various municipalities of the State of Mexico. Los Makiavelikos, Zona Norte, and Unión de Pipers, primarily composed of transporters, have established themselves in the Sindicato 25 de Marzo and are involved in crimes such as land invasions, trafficking and sale of illegal weapons, as well as homicides.

The report highlights that groups such as Los Catalinos, La Nueva Alianza (Unión Tepito-CJNG) and Los Rodolfos operate in both the State of Mexico and Mexico City. Los Rodolfos have been linked to hydrocarbon theft and the establishment of illegal gas stations in Mexico City. The theft of LP gas has increased in municipalities like Chimalhuacán, Los Reyes, La Paz, San Vicente Chicoloapan, Ixtapaluca, and Chalco. Checkpoints have been established to steal fuel and supply more than 300 illegal gas stations in the region. Citizens have reported threats and intimidation related to these criminal organizations, and state and federal authorities are requested to intervene to combat this problem.

In addition to fuel theft, drug sales have generated disputes among criminal groups, resulting in an increase in intentional homicides in the region. Although some individuals identified in the report have been arrested on previous occasions, for various reasons they have regained their freedom and continue to operate in illicit activities, including the theft of trucks coming from Puebla.
