The organization seeks to promote the equitable participation of women and men in local governments through the Parity Municipality designation, which recognizes administrations that guarantee at least 50% of women in top-level positions and promote gender equity policies.
The "Parity in Everything" reform to the Federal Constitution, approved in 2019, establishes the obligation to ensure substantive gender equality at all levels of government. So far, only the municipality of Guadalupe, led by Mayor Héctor García, has fulfilled this constitutional mandate and received the Parity Municipality designation from Red Paridad Nuevo León A.C.
Upon receiving the recognition, Mayor García reaffirmed his administration's commitment to gender parity and highlighted the importance of continuing to work for women, considering them the backbone of governments and cities.
María Guadalupe Chapa, coordinator of Red Paridad, explained that the goal of this designation is to encourage other municipalities in Nuevo León to comply with the established law, promoting the equitable participation of women and men in key positions and in government decision-making.
The Parity Municipality 2025 aims to highlight and reward those city councils that have successfully integrated municipal cabinets with gender parity, recognizing those administrations that promote equality in decision-making and the inclusion of women in key roles within government structures.
To be eligible for the designation, municipalities must achieve gender parity in their governmental structure, guaranteeing at least 50% of women in top-level positions, as well as promoting female participation in strategic areas and advancing gender equity through specific policies.
The recognition for the municipality of Guadalupe was delivered in the Municipal Cabildo Hall, in the presence of municipal officials and members of Red Paridad, including Eusebia González, Nora Elia Cantú, and Josefina Villarreal.
