A joint operation by federal and state authorities led to the capture of Ramiro Ulises “N”, alias “Comandante Galindo,” the alleged leader of the “Operative Delta” cell of the Jalisco New Generation Cartel (CJNG) in the eastern region of the State of Mexico. The arrest was carried out in the municipality of Malinalco, where the subject is believed to have coordinated multiple crimes from his residence to evade justice. In an official statement, the unified command reported that the criminal cell was linked to express kidnappings for extortion, homicide, deprivation of liberty, human trafficking, money laundering, hydrocarbon theft, and crimes against public health. Investigations detail that their activities affected municipalities such as San Martín de las Pirámides, Teotihuacán, Temascalapa, and Otumba. In one documented case, which occurred in 2025, Galindo and three accomplices allegedly deprived a victim of their liberty to force them to transport narcotics to Tijuana and Baja California, threatening to harm them and their family if they did not comply. To evade justice, the alleged leader moved his residence to Malinalco, from where he is presumed to have continued ordering crimes for the criminal group. “This subject is linked to the ‘Operative Delta’ cell, the armed wing of the CJNG in this region, which concentrated high-impact crimes such as hydrocarbon theft and drug sales,” the authority specified. The capture operation was conducted once authorities located the detainee, with the coordination of the federal and state forces that make up the Unified Command East Zone, which includes the Secretariat of Security and Citizen Protection (SSPC). Additionally, the 37th Military Zone, the National Guard, the state Secretariat of Security, and the Prosecutor General of Justice of the State of Mexico (FGJEM) participated. Following his arrest, Galindo was admitted to a Penitentiary and Social Reintegration Center, where he remains at the disposal of the judicial authority, which will determine his legal status. The authorities reiterated that this action is part of the security strategy to combat the presence of the CJNG in the State of Mexico and dismantle its criminal structures. “The arrest of ‘Comandante Galindo’ reinforces efforts to guarantee the security of the population and dismantle high-impact networks,” the communiqué concludes.
