For administrative reasons, access to credit has been delayed, but these issues have been resolved by the Finance Department, a representative stated. The credit this year was allocated for the Monterrey V and pipelines project, which is a daily focus. For example, funds were used for hybrid and electric trucks, and investments were made in monitoring stations.
However, representatives from the Morena party and PAN deputy Claudia Caballero questioned the inefficiency of the Agua y Drenaje (AyD) utility, particularly regarding the water crisis in García. The head of AyD stated that Monterrey V will solve the problem, but they need financing approval. "The exponential growth has been too much for the current infrastructure," they noted. Claudia Caballero criticized the budget, saying it only covers payroll and requires debt for any other project.
The director of AyD, Eduardo Ortegon Williamson, explained that external factors have prevented full access to financing, causing delays in projects. "We are working 24/7 to improve air quality and are collaborating with the federal government on emissions inventory," he added.
A key topic was the "green taxes." PAN coordinator Carlos de la Fuente pointed out that up to 2.5 billion pesos were collected from companies but not used for their intended purpose: environmental monitoring and vehicle verification. Environment Secretary Raúl Lozano blamed the state treasury, stating that investments in monitoring and hybrid buses for Transmetro are being made. "The administrative and tax issue is the Finance Secretariat's responsibility, but we are promoting investment in environmental projects," the AyD director concluded.
