
Following the conclusion of the First Regional Forum on the Valuation of Properties located in the State of Nuevo León, it has been revealed that there is a backlog of more than 15 years in the region's cadastre. During this event, proposed by PAN member Mauro Guerra, the Nuevo León Council raised the need to legally establish a technical council that includes expert entities in the field, such as the Autonomous University of Nuevo León through its faculties of Architecture and Civil Engineering.
Deputy Armida Serrato highlighted that at this meeting, attended by rural mayors, chambers, and civic organizations, the lack of coordination among rural municipalities, city councils, the State, and even Congress to present proposals for real values was evident. It was mentioned that the backlog in the cadastre is a significant problem that must be addressed as a priority, especially now that new municipal administrations are in place.
The Congress recently approved the increase of cadastral values in eight municipalities, including Monterrey, with increases of up to 31%. This decision generated rejection from the Morena and Labor Party groups, who indicated that this would affect families. Morena legislators questioned the implications of their colleagues’ decisions that harm the economy of citizens, especially vulnerable sectors.
The Legislative Group of the Labor Party voted against the proposed increases, arguing that they would impose excessive burdens on the population. Deputy Lupita Rodríguez emphasized the lack of studies to support the increases and the absence of consultations with the citizenry to make these decisions.
Armida Serrato pointed out that municipalities, especially rural ones, lack resources to conduct technical studies, a situation that complicates the proper valuation of properties. According to Serrato, it is urgent for the State to allocate funds so that these financially unable municipalities can contract specialized cadastre services for future value proposals.
