The entity is facing a financial crisis that has led the state government to cancel the construction of Line 5 of Metrorrey, planned to connect the south of Monterrey via Garza Sada Avenue. It is unknown whether the allocated budget will be reduced or if it will be directed towards the expansion of Line 1, which runs from Guadalupe to Juárez.

The Secretary of Mobility, Hernán Villarreal, indicated in an interview that the Metro project has experienced delays due to flow issues and a lack of pace in the construction of the stations. However, an increase in labor efforts is expected in 2025, provided that budgetary solutions are found.

Despite the cancellation of Line 5, the state government plans to allocate 30 billion pesos to a project that considers the three existing lines, in addition to allocating another 12 billion for extensions. Both Line 4 and Line 6 have suffered delays of almost a year due to budget constraints, with Line 5 being the one that ultimately couldn't be initiated.

The lack of progress in the construction of Line 5 was mainly attributed to the discontent of the population, despite promises from the Executive to implement new routes and mobility strategies. The possibility of building a monorail was ruled out due to budget limitations affecting the project.

Hernán Villarreal Rodríguez stated that the lack of resources, which has persisted for several months, has prevented the completion of Lines 4 and 6 before the 2026 World Cup, postponing their completion until almost the end of Samuel García's term. Recently, in a meeting with representatives of neighborhood collectives, the Secretary of Mobility assured that the construction of Line 5 would not take place, leaving the works of the existing lines stalled at 30% progress due to a lack of a Fiscal Package.
