
In the state of Nuevo León, several violations of children's human rights have been identified, according to a report issued by the State Human Rights Commission (Cedhnl). During the period from January 1, 2020, to April 23, 2025, 859 complaint files have been registered, of which 15 concluded in recommendations due to human rights violations, such as the deaths of children due to medical negligence or lack of institutional care.
Susana Méndez Arellano, president of Cedhnl, highlighted that among the most frequent violations are the obstruction or arbitrary interference with the best interests of children, negligence or denial in the protection of the physical and psychological integrity of minors, as well as restrictions on the right to education. Cases of sexual violence in shelters, illegal detentions and excessive use of force, and omissions in care for migrant or disabled minors are also mentioned.
The report reveals that 3,180 affected persons were attended to, the majority being of Mexican nationality, although there are cases of Honduran, Guatemalan, Salvadoran, Venezuelan, and other nationalities. The president of Cedhnl emphasized the importance of transforming institutional practices to ensure safe and dignified environments for all children and adolescents in Nuevo León.
Among the authorities most cited in the complaint files are the Ministry of Education, the State Attorney General's Office, the State Security Ministry, and the State DIF System. Additionally, there were reports against federal institutions such as the National Migration Institute, IMSS, and the National Guard.
The Cedhnl calls for strengthening actions for the promotion, protection, and defense of children's rights, urging state, municipal, and federal authorities to raise awareness and receive more training on children's and adolescents' rights.
