Monterrey Initiates Public Consultation for Traffic Regulation Changes

The Monterrey City Council approved to start a public consultation to modify three municipal regulations, particularly the Traffic and Transit regulation. The main reform would be to article 140, where cases are added in which drivers involved in an accident "can" move the vehicles immediately.

"One of the main modifications we estimate to propose is so that vehicles can be moved in case of any minor accident, especially on main avenues, where it affects traffic the most, during peak hours, so they do not have to wait for the traffic patrol to arrive," explained Mayor Adrián de la Garza.

"We are modifying the Traffic Regulation so that through some electronic device, the type of damage, the location, etc., can be fixed; I mean a phone, a camera, or something to make that fixation very quickly in minutes, in seconds, and be able to move the vehicles to a distance where they do not obstruct traffic and is safe, because we also see that there have been accidents where not moving the vehicles causes other accidents."

This is in order to mitigate the consequences of collisions that cause traffic congestion and blockage. According to the proposal, those who suffer a traffic incident can move their respective vehicles if only damage was caused to the involved vehicles, the driver must not have suffered injuries or be under the influence of any prohibited substance, nor affected any public property.

The objective is to safeguard the physical integrity of street and avenue users in the city. In the City Council Session this Monday, it was announced that insurance companies will collaborate in disseminating these regulatory changes to their clients, anticipating not to affect rights regarding damage claims.

In the Citizen Consultation, Monterrey residents with a valid voter ID will be able to participate. This will begin upon its publication in the Official State Newspaper and will last for 15 days. Syndics and councilors also approved to consult the changes to the Regulations of the Municipal System for the Comprehensive Protection of girls, boys, and adolescents, and the Internal Regulation of the City Council, which will be adapted to the needs of this Administration, such as the integration of City Council committees and their functions.
