The Secretary of Government of Nuevo León, Miguel Flores Serna, commented on the budget situation and criticized the mayor of Monterrey, Adrián de la Garza. Flores stated that if the state were in a bad situation, how could it have grown by 3.4% annually, more than double the previous six-year periods. He also expressed respect for the position of the deputies who disagreed with some taxes and called on them to approve a budget that would benefit the state. Flores criticized the mayor's presence at the Congress, calling it a political move, and asked him to leave the matter to the legislature. In response to the joint rejection of the payroll tax increase by the PRI, PAN, and business leaders, Flores accepted their motion and reiterated his respect for business leaders and local deputies to continue negotiating. He added that parity is not negotiable, but the budget is, and that political pressure regarding electoral reform will not be tolerated. The coordinator of MC deputies, Sandra Pámanes, backed Flores, stating that the mayor is politicizing the budget. Flores presented data showing that Nuevo León is first in public investment, with 105,000 million pesos invested in 4 years, 15 times more than in the previous six-year term. He concluded that the government is open to dialogue and will not be blackmailed.
