The Secretary of Government of Nuevo León, Miguel Flores Serna, emphasized that they will not take rights away from women and made it very clear that parity is not negotiable. On Nuevo León Informa, he highlighted that in four years of government, more than 105,000 million pesos have been allocated to public works, a sector that continues to be prioritized in the 2026 Fiscal Package proposal sent by the Executive Branch, so that the state continues to be one of the great cities of the world. He also added that foreign investment requires more and better infrastructure; therefore, the budget includes mobility, transportation, education, and health to retain companies. Finally, he stated that the Payroll Tax (ISN) of 3% to 4% was proposed to continue investing in the most important issues for the state, such as security, mobility, health, and education. "The Budget will not be a bargaining chip for us to agree to postpone parity issues or anything else that affects women," stated Flores Serna. The official stated that the state administration is willing to make modifications to different items, even with the ISN: "We are not proposing or imposing any tax, rather we gave a list of options," noted Flores Serna. "A proposal was made with all the ceilings and maximums so that they can make the counter-proposal, and we agree to lower some things, modify it, in order to have the budget that always benefits the people of Nuevo León," he pointed out. However, the Secretary General of Government clarified that this openness will not allow negotiating the Budget Package in exchange for modifying the Electoral Law that affects women. "This money will be destined to continue improving Nuevo León, beyond the fact that states like CDMX or Baja California and many others are already at that level, for a state like Nuevo León, public investment in infrastructure and security is not an expense, it is the base that supports our economic leadership".
